As part of our mission, SAHA seeks to provide economic opportunities for low-income residents. This is consistent with Section 3 of the U.S. Department of Housing and Urban Development (HUD) Act of 1968 as amended (24 CFR Part 135.)

The purpose of the Section 3 Program is to ensure that employment and other economic opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low-income individuals, particularly those who are recipients of government assistance for housing, and to Business Concerns who provide economic opportunities to low- and very low-income persons.

SAHA adopted a formal Section 3 program, policy and procedures on June 2, 2011 (Resolution 5164) to provide the framework for its compliance with Section 3 of the HUD Act of 1968, which applies to all employment and economic projects funded in whole or in part by HUD.

Each respondent to SAHA procurement opportunities must comply with the SAHA Section 3 Policy, pursuant to the Housing and Development Act of 1968, as amended by Section 915 of the Housing and Community Development Act of 1992.

Who qualifies as Section 3 residents?

  • Public housing residents or Section 8 resident; or
  • Persons who live in Bexar County and who have a household income that falls below HUD income limits.

Individuals who qualify for Section 3 are enrolled in the Section 3 Job Referral Program. The Job Referral Program coordinates job needs from private vendors in which there is a Section 3 employment preference. Individuals in the Section 3 Job Referral Program are then referred to hiring managers. Section 3 individuals receive a preference for these job opportunities as well as employment opportunities with SAHA. Individuals verified as Section 3 eligible also have access to free training programs offered by SAHA and its contractors. Section 3 Business Concern Certification
SAHA offers economic opportunities for Section 3 Business Concerns and maintains a listing of all certified businesses by trade and location. This list is available to all participating contractors and program partners, to assist in meeting contract goals.

What is a Section 3 Business?
A Business that:
+ Is owned 51 percent or more by Section 3 residents, 
+ Employs Section 3 residents for at least 30 percent of its full-time staff, or
+ Provides evidence of a commitment to subcontract to Section 3 business concerns, 25 percent or more of the amount of the awarded contract.

SAHA applies preferences on bids or proposals of Contractors who are Section 3 Certified Businesses. Prior to receiving a preference, Contractors must demonstrate both responsiveness to the bid/proposal and responsibility to complete the project as specified in the solicitation.
