Richard Milk

Planning Officer

Richard Milk serves as the Planning Officer after serving as Director of Policy and Planning, which supports the agency through the deployment of agency-wide planning, policy, strategy management, and performance support processes. Richard leads Opportunity Home’s strategic planning efforts and Moving-to-Work (MTW) planning and reporting. The department also works with internal teams and external partners to cultivate excellence in the delivery of affordable housing and associated services to low-income households. Recent Policy and Planning initiatives include the development of Opportunity Home Values, as well as advancing the agency’s use of spatial analysis, evaluation services and data management. Richard brings 18 years of planning experience, previously serving as a Community Development Manager for the City of San Antonio, and holds a Bachelor of Arts in Geography from the University of Texas and a Master in City Planning from MIT.
