Hud mandates changes to public housing management.
In May, all SAHA public housing communities began operating under new management structures in response to U.S. Department of Housing and Urban Development (HUD) notice PIH 2006-14. SAHA calls the new performance guidelines “site-based management.”
With the management of all SAHA communities now fully transitioned to site-based management, site-based accounting will begin on July 1, 2006. SAHA converted its public housing and affordable communities to this model to fulfill HUD’s direction that all public housing communities break-even financially and operate as self-sufficient businesses.
HUD’s directive is a major change to the way housing authorities have done business. In short, properties must become successful businesses, and many familiar policies and procedures may change.
Most notably, the conversion to site-based management has relocated many SAHA employees to property management offices. Maintenance, recertifications, rent payment, case management and other functions previously headquartered at the Central Office are among the services now under the direction of property managers.
