The Purchasing Division is responsible for all procurement activities of the San Antonio Housing Authority. The Division implements SAHA procurement guidelines, solicits bids, initiates request for proposals, issues purchase orders, and establishes contracts for construction, consulting services, professional services, and the purchase of various supplies.
As a public housing authority, SAHA is bound by Federal, State & Local laws, HUD guidelines, and other local regulations. Thus, the purchasing division operates in accordance with these purchasing rules. As a general rule, purchasing follows these guidelines:
Small Purchases:
Purchase of goods and services up to $ 3,000 require one quotation.
Informal Solicitations:
Purchases between $3,000 and $15,000. The purchasing staff will issue a scope of work, or a list of items required, and will solicit a minimum of three (3) written quotes.
Formal Solicitations:
For purchases in excess of $15,000, an Invitation for Bids, Request for Proposals or Request for Quotes may be advertised in local papers, journals, and posted on SAHA's website/business opportunities page.
