Lourdes M. Castro Ramirez, Directora Ejecutiva
Lourdes Castro Ramírez posee más de 13 años de experiencia en la industria de vivienda pública con 8 de años como profesional de alto nivel, manejando vivienda pública y programas de desarrollo comunitario.
Ella actualmente es la Presidente y Directora Ejecutiva de la Autoridad de Vivienda de San Antonio (SAHA), responsable por la supervisión y operaciones de la más grande Autoridad de Viviendas en Texas.
Antes de formar parte de SAHA, Castro Ramírez fue la Directora del segundo más grande Programa de Vales de la Sección 8 trabajado para la Autoridad de Vivienda de Los Ángeles (HACLA). Además, mientras estaba allá, ella manejó un presupuesto de $420 millones y dirigió el programa de subsidio para renta, el cual ayudó a más de 50,000 familias, incluyendo población con necesidades especiales, como mayores de edad, desplazados, y discapacitados. Bajo su mando, la señora Castro Ramírez transformó el Departamento de Sección 8 en problemas en un programa de alto rendimiento en menos de 3 años. Durante su décimo año de ejercicio en HACLA, Castro Ramírez administró programas educacionales y de desarrollo laboral y obtuvo reconocimiento nacional por significativo incremento en empleos a residentes mientras sirvió como directora de L.A. Jobs’Plus Programa de Revitalización Comunitaria un proyecto nacional patrocinado por un conglomerado fundando por el sector público y privado guiado por HUD, la Fundación Rockefeller y MDRC Castro Ramírez por casi dos décadas ha estado vinculada en desarrollo comunitario. En 1990, ella comenzó su carrera como Interina en Seguridad y Asuntos Comunitarios para la Autoridad Metropolitana de Transportes de los Ángeles. Su carrera incorpora posiciones de gran responsabilidad en la comunidad y el sector público, incluyendo Asociada en Investigación en Planeamiento en Comunidad en la Escuela de Política Publica e Investigación Social en la Universidad de California en los Angeles (UCLA). De 1996 a 1999, Castro Ramírez así mismo sirvió como Planificadora Comunitaria con Cabrillo Economic Development Corporation en el Condado de Ventura. Castro Ramírez es poseedora de un grado en Artes y grado en Ciencias Políticas y Estudios Chicanos y una maestría en Artes en Planeamiento Urbano de la Universidad de California en los Ángeles (UCLA). Ella posee certificados en Español Avanzado e Historia Mexicana de la Universidad Autónoma de México (UNAM) y Programa Disciplinario en Inter Group Relations de Loyola Mary Mount. Ella es miembro de la Asociación Nacional de Oficiales de Vivienda y Desarrollo, y es graduada del Instituto de Hispanas Organizadas por Igualdad Política (HOPE)
Ed Hinojosa, Director de Finanzas Como Director de Finanzas desde el año 2003, Ed Hinojosa aplicó su extensa experiencia en finanzas internacionales y locales, así como su conocimiento de consultarías, para dirigir las operaciones financieras de la Autoridad de Vivienda de San Antonio.
Antes de su llegada a la Agencia, El Sr. Hinojosa ocupo varias posiciones durante sus 11 años de trabajo en Cargill, una compañía internacional de mercadeo, procesamiento, y distribución de productos agrícolas, alimentos, productos financieros y productos industriales.
De 1982 a 1992, El Sr. Hinojosa ocupó una serie de posiciones progresivamente de más responsabilidad en varias compañías, entre estas estan: Controlador de Planta, Tesorero, Contador de Costos y Cargos Financieros en A.E. Stanley, una filial de procesamientos de Tate & Lyle; y la compañía Wornick, una compañía privada de productos de consumo y contratista para el gobierno.
Egresado Cum Laude de la Universidad de Tejas, Pan American, donde obtuvo su titulo de contador, asi mismo hizo estudios adicionales en administracion de negocios. El Sr. Hinojosa también completo en un año un programa acelerado en desarrollo de liderazgo, y varios talleres de avalúo, adicionalmente ha sido miembro desde 1991 del Instituto de Contadores Administrativos.
Alejandra Villarreal, Legal and Compliance Officer
Alejandra Villarrea manages the San Antonio Housing Authority’s (SAHA) new Compliance and Process Improvement Department which works toward improving institutional compliance in all SAHA operations through the systemic audit of processes, the improvement and streamlining of procedures and specialized training for operations.
Villarreal initially joined SAHA in its Legal Department in June 2006 where she provided counsel in legal matters such as labor and employment, procurement, real estate, contracting, housing, open meetings, public information, and litigation.
Prior to joining SAHA, Villarreal was in private practice representing primarily corporate, governmental and quasi-governmental entities. She began her legal career by working in private practice with her father, also an attorney, before serving as counsel for entities including the San Antonio district attorney’s office, the Commissioners Court and other Bexar County entities. In private practice, she represented the City of San Antonio, the Alamo Community College District, the Alamo Workforce and SAWS among other organizations.
A native of San Antonio, Villarreal graduated with both her bachelor’s and juris prudence degrees from St. Mary’s University. She is a member of the State Bar of Texas and serves on the organization’s labor and employment and corporate and government law sections. She is also on the board of directors for Centro Alameda Inc. and the advisory board for Hispanas Unidas Inc.
Kathryn McCormick - Development Services and Neighborhood Revitalization Officer
Kathryn McCormick has more than 20 years of housing development and community engagement experience. Her most recent position was with the City of Santa Fe, New Mexico, where she served as the Director of Housing and Community Development. She also served as the Executive Director of the Housing Authority of the City of Boulder, CO. McCormick has a broad range of experience in the planning, financing and development of affordable housing with non-profit, local government and private sector developers. She has a Bachelor of Arts degree from Northern Arizona University and completed executive training in Housing and Community Development at Harvard University.
McCormick oversees 35 employees in the departments of Construction Services/Risk Management and Development Services/Neighborhood Revitalization. She is responsible for SAHA’s efforts in the areas of new construction, modernization and preservation of existing housing stock, sustainable and green initiatives, and risk management.
Melanie Villalobos, Policy planning and public affairs officer
Melanie Villalobos has more than 25 years of experience in personnel management, employee relations, crisis communications, issues management, media relations and community relationship-building, including 20 years over seeing operations and advising clients while vice president and co-owner of Curnutt/Hovis, Inc., a San Antonio-based full-service marketing, advertising and public relations firm.
In her current role, Villalobos oversees the Corporate Relations, Human Resources and Customer Care departments. She began her San Antonio Housing Authority (SAHA) career in January 2003 as a public information officer and a member of the SAHA senior management team. She progressed to vice president of corporate relations, where, under her leadership, the department won multiple honors for its website, newsletters, designs and brochures.
Villalobos is a Magna Cum Laude graduate of Trinity University, where she earned a bachelor’s degree in both business administration and print journalism. She is also certified as a senior professional housing manager, public housing manager and Section 8 housing manager.
Villalobos has been honored, with numerous awards, by several organizations, including the National Association of Housing and Redevelopment Officials (NAHRO), the Texas Public Relations Association (TPRA), the Public Relations Society of America (PRSA), the International Association of Business Communicators and the Association of Women in Communications.
Lori Mendez, Director of Public Housing – Elderly/Disabled
Lori Mendez has held many positions at the San Antonio Housing Authority (SAHA) over her nearly 30 year career with the agency. Currently, she is the director of Public Housing-Elderly/Disabled.
Mendez’s previous positions at SAHA include overseeing the community initiatives department, deputy vice president for supportive services, director for self-sufficiency initiatives, manager of special housing programs, public housing manager III, assistant housing manager, housing assistance programs contract coordinator, senior bookkeeper and management aide.
In addition to Mendez’s diverse housing authority experience, she is certified as a senior professional housing manager and public housing manager from the National Association of Redevelopment Officials (NAHRO).
Mendez’s community involvement is extensive. She is involved with many SAHA committees and is the vice-chair on the Commission for Families and Children representing City Council District 3. In addition, she is the vice-president of professional development for Texas NAHRO, chair of the Southwest NAHRO (SWNAHRO) scholarship committee, member of the SWNAHRO budget and administration committee, and a presidential appointee to the national NAHRO professional development committee.
She is also a graduate of Leadership San Antonio and has served on the boards for ADVANCE, the Southeast Business and Professional Women’s Organization and the Southside Credit Union. She is the former secretary for SWNAHRO and a former member of the professional development committee for Texas NAHRO.
Mendez attended Bellevue College in Washington and is currently pursuing an undergraduate degree.
Bennie L. Bunkley III, Director of Public Housing – Family
Bennie Bunkley has worked in a variety of capacities for SAHA; as a Homeownership Manager, Project Manager on Artisan at Creekside, and the redevelopment of the Sutton Homes (now Sutton Oaks), and Assistant Director of Public Housing. His responsibilities now include oversight of 3,985 units of public housing. Prior to working for SAHA, Bennie served in the U.S. Air Force, worked for the Texas Dept. of Transportation, Axcelis Technologies and the Dominion Advisory Group. Bennie is a NAHRO-certified Public Housing Manager, holds a Public Housing Specialist Certification, a master's degree in nonprofit management, and a bachelor's in business administration.
Deborah Flack ha escalado en rango dentro de la Autoridad de Vivienda Pública de San Antonio para llegar a ocupar una función doble como Vicepresidente de Programas de Asistencia a la Vivienda Pública y como Vicepresidente Interino de Servicios de Bienes Raíces.
Una veterana de nueve años en la agencia, la Sra. Flach comenzó su carrera con SAHA en 1996, después de de trabajar durante 10 años en la Autoridad de Vivienda del Condado de Bexar. Su experiencia en asistencia a la vivienda y su fuerte conocimiento de bienes raíces permitieron su enlace natural en SAHA. La Sra. Flach ingresó a la Agencia como Supervisora en Coordinación de Contratos.
Durante su carrera en SAHA, además de su cargo actual, la Sra. Flach ha sido vicepresidente Diputado de Arrendamientos y Gerente de Operaciones de Asistencia a la Vivienda.
La Sra. Flach posee la licencia de Bienes Raíces en Tejas, y tiene certificados en la Sección 8, Administración de Vivienda Pública y Apartamentos. Ella asistió a Wayland Baptist University y San Antonio College, y es miembra de la Asociación de Agentes de Bienes Raíces de Tejas, la Asociación Nacional de Agentes de Bienes Raíces, la Junta de Agentes de Bienes Raíces de San Antonio, la Asociación de Apartamentos de San Antonio, y del Comité de Administración de Propiedades de la Junta de Agentes de Bienes Raíces de San Antonio.
Paulette Owens-Holmes - Director of Human Resources
With more than 20 years of human resources experience with public agencies Paulette Owens-Holmes most recently served as Assistant City Manager and Human Resources Director at the City of Cedar Hill, Texas. Owens-Holmes has extensive experience in public administration, organizational management analysis, policy development, team building and employee services, and she has served as a sought-after consultant and public speaker on training and internal communications.
Owens-Holmes holds a bachelor’s of science degree in education and a master’s of education degree in counseling and psychology. She has also participated in the Executive Leadership Institute for Public Policy at Harvard University, and earned certifications in Human Resources, Strategic Planning and Organizational Change.
Timothy Alcott, Director of Legal Services
With 16 years of practicing law, Timothy Alcott manages the Legal and Record Retention departments, plans and directs all SAHA legal affairs, ensures compliance with the U.S. Department of Housing and Urban Developments rules and regulations, and leads the defense and prosecution in lawsuits on SAHA’s behalf. Alcott holds a Bachelor’s of Business Administration in Accounting from St. Mary’s University and a Juris Doctorate from OCU School of Law. He is a member of the U.S. Court of Appeals (Fifth Circuit), the Federal Bar Association, Housing Development and Law Institute, San Antonio Young Lawyers Association; and serves as Vice President and Secretary of the Association of Corporate Counsel.
Diana Kollodziej Fiedler, Director of Finance and Accounting
As Director of Finance and Accounting, Fiedler is responsible for managing, coordinating, and directing the activities of the Finance and Accounting Department. With over 29 years of public, non-profit and governmental accounting experience, she began her career in public accounting with Wells, Lightfoot and Noel and gained extensive experience in non-profit accounting during her tenure with the YWCA of San Antonio as the Finance Director. Fiedler holds a Bachelor of Business Administration in Accounting from the University of the Incarnate Word and is a licensed CPA.
Muriel Rhoder, Internal Audit Manager
As Internal Audit Manager, Muriel Rhoder is responsible for formalizing the internal audit function, implementing the annual internal audit plan, and reviewing policies and procedures for inclusion of adequate internal controls. With more than 19 years of experience in evaluating and implementing internal and information systems controls for governmental entities and as part of a large regional independent accounting firm, Rhoder possesses a Bachelor’s degree with a concentration in Accounting from Texas A&M University and a Master’s of Business Administration from the University of the Incarnate Word. She is a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and a Certified Information Systems Auditor (CISA).
Leo Alonzo, Chief of Community Safety and Security
For the past 28 years, Leo Alonzo has served as SAHA part-time police liaison, while serving more than 30 years as an officer with the San Antonio Police Department (SAPD). Alonzo is responsible for the management of security requirements and concerns for all SAHA properties. He holds a bachelor’s degree in criminal justice, and has worked in several capacities with the SAPD, including narcotics investigator, detective, evidence investigator, emergency management and incident command. Alonzo also has Master Peace Officer and Instructor certifications. He graduated from the SAPD Supervisor School as a Sergeant, the Management School as a Lieutenant, and most recently, became an FBI graduate of the National Academy at Quantico.
